Newport Pagnell Town Council oppose new Tesco Application
The opposition was minuted at a meeting of the Town Planning and Management Committee held on Wednesday 13th October 2010.
Five members of the public were in attendance and four members of the public voiced their opposition to the planning application for the erection of a 3,527 square metre foodstore on the former Aston Martin site for Tesco.
One member of the public spoke in favour of the application.
One member of the public asked if the Town Council had received from MKC the final draft of the Section 106 agreement.
Another member of the public suggested a Parish Poll on the Tesco proposals, the costs of which would have to be borne by the Town Council. It was suggested that if at least 10 people demand a referendum then it must take place.
The application is for the erection of a 3,527 sq m foodstore, change of use of the 3 Tickford Street frontage buildings for use classes B1 (business) and D1 (non- residential institutions), new access junction, car parking, areas of public realm, landscaping and associated works at the former Aston Martin Lagonda site in Tickford Street
“Having considered this application, and in particular the associated documents including the plans, layouts, Design and Access Statement and the Retail Impact Statement, Newport Pagnell Town Council objects to the proposed development of a store on the former Aston Martin site in Tickford Street, Newport Pagnell on the following grounds including:
Failure to comply with national planning guidance on Sustainable Economic Growth; Failure to comply with national planning guidance on transport including: The promotion of more sustainable transport choices for moving freight. The promotion of accessibility to jobs, shopping and leisure by public transport, walking and cycling. The reduction of the need to travel, especially by car. Failure to satisfy any of the statements in Policies CS4, TC1, and R1 of the Milton Keynes Core Strategy and Policies TC7, TC8, TC9 of the Milton Keynes Local Development Framework.
Impact on the appearance of the street/area Road safety and car parking.
Traffic congestion.
Overlooking adjoining properties.
Noise from the completed development. Impact on the appearance of open countryside, conservation area or listed building.
“The former Aston Martin site while available is, in our opinion, neither suitable nor viable due to its location outside the main shopping area and the need for much increased vehicular access. To grant this application would, in our opinion, negate the investment in the refurbishment and regeneration of the town centre completed over the last ten years. The almost inevitable loss of business will result in less focus on the town centre and the potential loss of future investment.
To grant this application would, in our opinion, put at risk all that has been achieved so far and would very likely impede any further attraction of businesses to the town centre. Further, it is our contention that, given the reasons stated for our objections, to grant this, or any similar
application will in fact have a more than detrimental effect on the viability of the town and its centre.
The scale of the proposed development is out of keeping with the existing retail offerings being over three times the net retail area of the larger of the town’s two supermarkets. This, and the statements in the Planning and Retail Assessment regarding the retail offering in relation to Olney would indicate the extent of the applicant’s ambition rather than the development’s appropriateness of scale.
“To grant this application will mean that the town centre of Newport Pagnell will cease to function as the local shopping destination. Footfall and the associated business will be lost to a location away from the town centre thus rendering it unable to function as required by the policy.
By pulling footfall away from the town centre, this application, if successful, will inevitably reduce the range of shops and services and existing food outlets would close.
The only historic built environment to be preserved would be the three existing buildings on the site which the applicant has stated they will bring back into use. In what form is unclear as these have been neglected to the point of being unusable and could possibly require demolition.
Far from enhancing food shopping provision in Newport Pagnell, it will pull footfall away from the town centre and thus have a seriously adverse effect on the vitality and viability of the town centre.”
