After three weeks of uncertainty, the three political groups on Milton Keynes Council managed to come to an agreement whereby the council could get on with some semblance of normal operation. After the Conservative and Labour groups refused to join the Liberal Democrats in a ‘rainbow coalition’, it was agreed that the Liberal Democrats would continue in a minority administration and form a Cabinet. The eight-member Cabinet has the same line-up as in the previous council year, with the exception that Chris Williams has joined from the back-benches to replace Graham Mabbutt in the Planning and Transport portfolio. Isobel McCall continues as the Leader of the Council with Euan Henderson as her deputy. The remaining Cabinet members are Sandra Clark, Sam Crooks, Irene Henderson, Douglas McCall and Cec Tallack.
Prior to the elections I served on three of the council’s main committees. I was chair of the External Scrutiny Panel, vice-chair of the Development Control Committee and a member of the snappily-titled Learning &
Development Policy Development Committee. My role on the council will change somewhat, as a result of some organisational changes. The original External Scrutiny Panel, which I chaired since its inception in 2004, has now been split into two different panels at the request of the opposition parties. One panel will deal exclusively with health issues and is now known as the Health Scrutiny Panel. I am absolutely delighted that I have been entrusted with the chairmanship of this new panel. Labour councillor Janet Irons, who was deputy chair of the original External Scrutiny Panel, is now deputy chair of Health Scrutiny. All of the other areas originally covered by External Scrutiny will remain with the new External Scrutiny Panel. The main work carried out in this area is on growth and expansion of Milton Keynes. I will continue as a member of External Scrutiny under the expert chairmanship of Labour councillor Jan Lloyd. Jan’s deputy chair is one of the new Conservative Councillors, Philip Wharton. I hope that Jan has better luck at trying to entice the Milton Keynes Partnership Committee Chairman,
Sir Bob Reid, along to one of the meetings than I had!
I will be continuing as a member of the council’s Development Control Committee, having served on this committee since I became a borough councillor ten years ago. Conservative councillor Andrew Geary has taken over the chair of this very important quasi-judicial committee, which I am sure he will manage splendidly. Labour councillor Jess Holroyd has been installed as vice- chair. I will not be serving on the Learning & Development Policy Development Committee this council year, unless called on as a substitute. This committee covered an absolutely massive amount of work over the past couple of years, mainly under the excellent chairmanship of Conservative councillor Andy Dransfield. One major piece of work that came out of that period was the Milton Keynes Children and Young People’s Plan 2006-2009, otherwise known as “Every Child and Young Person in Milton Keynes Matters”.
